Editorial Policies

Aim and Scope

The Fisheries magazine celebrated its 100th anniversary in 2020. Established in 1920 as the main printing body of the national fisheries, the magazine, together with the industry, has gone a long and difficult way. Its pages not only reflected the stages, events and facts of the progressive development of the fisheries complex, but also, literally before our eyes, new ideas, thoughts and scientific discoveries were emerging in all areas of fisheries. The main scientific journal of Rosrybolovstvo is never limited to the role of an observer of the processes taking place in the industry, but always takes an active part in discussing new ideas and achievements of the Russian fisheries complex. It is difficult to find a problem in the country's fisheries that has not been addressed in the pages of the magazine. The publication is rightfully a chronicle of the formation and development of the fisheries industry in our country.

The journal covers issues of marine fisheries, aquaculture, market relations in the country's fisheries and international cooperation. On the pages of the magazine, heads of ministries and departments, prominent scientists, specialists, and production workers present materials on the ways of developing the Russian fishing business, on the specifics of certification of fish raw materials and fish products, on legal support for sustainable development of fisheries, on the work of ports and enterprises.

For many years, the journal "Fisheries" has been included in the approved List of Russian peer-reviewed scientific journals in which the main scientific results of dissertations for the degrees of doctor and Candidate of Sciences should be published, and has given a start in life to many graduate students - novice researchers of the multifaceted fisheries complex and doctors of sciences who have already achieved certain achievements in science.

Currently, the Fisheries magazine is making full use of its capabilities to reflect scientific research in the fisheries industry.

According to the list of the Higher Attestation Commission for March 2023, the magazine is positioned in the following specialties:

Since 2020, the journal has been included in the Web of Science Zoological Records database, with the help of which it is possible to quickly find, analyze and provide general access to world information in the field of natural, social and humanitarian sciences.

The Web of Science Zoological Records database is the basis of products for the analysis of citation metrics. This is a standardized resource that allows you to obtain reliable indicators for evaluating the effectiveness of scientific work and the volume of citations.

Clarivate Analytics is the most complete database of citations from 1900 to the present. Web of Science indexes 100% of the available cited sources for all subject areas included in the index.

The evaluation of Clarivate Analytics journals is ongoing, and journals are added to Web of Science Zoological Records or removed from this database throughout the year. Each year, the editorial board reviews more than 2,000 journal titles for inclusion in the Web of Science. About 10-12% of the evaluated journals are accepted. In addition, the logs that are provided as part of Clarivate Analytics products are constantly being reviewed.

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

The author submits to the editorial Board a manuscript that is designed in accordance with the rules for submitting manuscripts by authors and the rules for formatting manuscripts.

The manuscript submitted by the author is sent for review to members of the editorial Board of the corresponding Institute responsible for this topic, or to experts - scientists and specialists in this field (doctors, candidates of Sciences). All reviewers are recognized experts on the subject of peer-reviewed materials and have published on the subject of the reviewed article within the last 3 years.

Reviewers are notified that the manuscripts sent to them are the private property of the authors and belong to the information that is not subject to disclosure. Reviewers are not allowed to make copies of manuscripts for their own needs.

The review is conducted confidentially. The review is closed and is provided to the author of the manuscript upon written request, without a signature or indication of the reviewer's last name, position, or place of work. Violation of confidentiality is possible only if the reviewer claims that the materials contained in the manuscript are unreliable or falsified.

The review can be provided at the request of expert councils in the higher attestation Commission of the Russian Federation.

In case of a positive review and recommendation by the reviewer of the material for publication, the manuscript and the text of the review are considered at a meeting of the editorial Board of the journal. A positive review is not a sufficient reason for publishing an article. The decision on whether to publish it is made by the editorial Board of the journal «Fisheries».

If the reviewer points out the need to improve the material, the manuscript is returned to the author. In this case, the date of receipt to the editorial office is considered to be the date of return of the revised manuscript. Clarification of the aspects that need improvement is made by the editors of the journal on the basis of the review received.

If the reviewer does not recommend the article for publication, the review and the manuscript are considered at a meeting of the editorial Board of the journal. In special cases, the editorial Board reserves the right to allow the material to be published or send it to another reviewer on appeal of one of the editorial Board members.

If two negative reviews are received, the manuscript is no longer considered by the editorial Board.

The editorial Board informs the author of the decision. The editorial Board sends a reasoned refusal to the author of the manuscript that was not accepted for publication.

Original reviews are kept in the editorial Board of the journal for 5 years.

Not reviewed:

  • articles published in the section «Marine policy»;
  • books published in the «Bookshelf» category;
  • materials published in the «news» section;
  • legal and legislative materials;
  • orders from the Federal fisheries Agency.

 

Publishing Ethics

Currently, compliance with legislation and regulations, as well as the principles of publication ethics of relations between members of the scientific and publishing community is the key to increasing the number of high-quality scientific publications, the successful development of cooperation between authors, publishers, and readers of scientific publications.

The editorial Board of the journal «Rybnoe Khozyaistvo / Fisheries» is aiming at delivering the highest ethical standards guided by the principles of publication ethics developed based on international standards:

General provisions

The ethical principles of «Rybnoe Khozyaistvo / Fisheries» are developed in compliance with the COPE principles, including transparency and clearance in such topics as:

  • Authorship and contributorship requirements.
  • The peer-review process.
  • Data availability, use of reporting guidelines, and registration of clinical trials and other study designs should be clear in journal guidelines.
  • Journal management is required including the business model, policies, processes, and software for the efficient running of the journal.
  • Disclosure of a conflict of interests.
  • Processes to respond to allegations of research, publication, and review misconduct whether before or after publication.
  • Managing post-publication debate and perform corrections and retractions.
  • Handling complaints against the journal, its staff, editorial board, or the publisher.
  • Ethical conduct of research, according to the research discipline.
  • Copyright, author fees, and publishing licenses.

Publication ethics of the journal «Rybnoe Khozyaistvo / Fisheries» (further – publishing ethics) are based on the international standards developed by the Committee on Publication ethics (COPE) and other standards including:

  • regulations adopted at the 2-nd world conference on research integrity (Singapore, 22-24 July 2010, https://worldscientific.com/worldscibooks/10.1142/8102);
  • requirements for peer-reviewed journals developed by Elsevier publishing house in accordance with the international ethical rules for scientific publications (Elsevier publishing House, https://www.relx.com/?id=990);
  • code of ethics for scientific publications (Committee on the ethics of scientific publications).

Fields of application of publication ethics norms and rules:

  • preparation and submission of scientific articles by the author (authors);
  • cooperation between the author (authors) and reviewers;
  • interaction between the authors;
  • interaction between the author (authors) and the Editorial Board;
  • publishers readers relationship;
  • disputed situations between the participants of publishing activities.

Publishing ethics compliance is provided by the Editorial Board and the Editor-in-Chief.

Editorial Board headed by the Editor-in-Chief is the main regulatory body that exercises control of publishing ethics observance at all stages of preparation and publication of scientific papers.

Decisions made by the Editorial Board and the Editor-in-Chief on observance or violation of publishing ethics are final.

Publishing ethics for the author (authors)

An article can be provided for publication by one or several authors (coauthors).

The author (authors) sends a finished article according to the Rules and accompanying documents to Editorial Board by means of e-mail specified in the Contact section of the website.

An article should contain complete author’s (authors’) affiliation on academic degree, academic status, position, complete name of the organization, postal address of the organization, city, country, e-mail.

An article submitted by the author (authors) for publication should contain:

  • new, completely original research. Borrowed fragments or statements must be issued with the obligatory indication of the author and the original source.
  • in case of using fragments of other people's works and / or borrowing statements of other authors, the article should contain appropriate bibliographic references with the obligatory indication of the author and the original source;
  • true, trustworthy, theoretically and empirically substantiated, logically consistent, accurately represented data;
  • imprint of author's (authors’) earlier published scientific works in case of their verbatim copying which may be used only as a basis for research and new conclusions;
  • sources of any financial support (grants, state programs, projects, etc.).

An article submitted for publication should not contain:

  • false and/or fraudulent information;
  • plagiarism - all articles are subject to mandatory verification through the automatic antiplagiarism system (see the corresponding section in this document);
  • any authors and contributors who did not participate in the study among the authors and co-authors;
  • copyrighted materials (such as tables, figures, or large quotations) that can only be reproduced with the permission of their owners.

An article submitted for publication should not be:

  • earlier published in printed and electronic media;
  • sent for publication to other printed and electronic media.

Authors guarantee that names of all co-authors and project participants who made significant contribution in research are acknowledged.

The author (authors) assumes obligation to participate in the process of revising the article (corrections, amendment) within a timeframe fixed by the Editorial Board when submitting the article to the Editorial Board.

The corresponding author’s specific responsibilities include:

  • Manuscript correction and proofreading. Handling the revisions and re-submission of revised manuscripts up to the acceptance of the manuscripts.
  • Agreeing to and signing the Author Publishing Agreement on behalf of relevant coauthors and/or arranging for any third-party copyright owner's signature;
  • Arranging for payment of a fee if one is required.
  • Acting on behalf of all co-authors in responding to queries from all sources postpublication, including questions relating to publishing ethics, reuse of content, or the availability of data, materials, resources etc.

The authors are charged a fee for the publication listed on the title’s website.

Publishing ethics for the Editorial Board

In its activities, the publisher is responsible for the publication of copyrighted works, which entails the need to follow the following fundamental principles and procedures:

  • The publisher not only supports scientific communication and invests in this process but is also responsible for ensuring that the published work follows all modern recommendations regarding publication ethics.
  • The publisher shall take adequate retaliatory measures in the event of ethical claims regarding reviewed manuscripts or published materials. Such measures generally include interaction with the Authors of the manuscript and the argumentation of the corresponding complaint or requirement but may also involve interaction with relevant organizations and research centers.
  • The publisher should support the editorial staff of the journal in addressing claims to the ethical aspects of published materials and help interact with other journals and / or publishers, if this contributes to the performance of the duties of editors.
  • The publisher shall ensure the timely release of the publications of the magazine "Fishery".
  • The publisher strives to ensure that advertising, reprinting or other commercial interests do not influence editorial decisions.
  • The publisher ensures cooperation with other publishers and industry associations, including issues related to ethical issues, bug tracking and retractions.

The editorial policy of the journal “Rybnoye Khozyaistvo / Fisheries” is based on respect for the personal rights of the author and the right to intellectual property.

The Editorial Board should in each time:

  • inform the author (authors) about the receipt of the article and accompanying documents, their registration and acceptance for consideration;
  • direct the article for peer review (if necessary – to additional review) to members of the Editorial Board or leading experts in the area of the research;
  • inform the author (authors) about the results of scientific review;
  • make a decision on acceptance or rejection of the article on the basis of reviews and examination of the authors’ observance of established rules of submission and representation of the article;
  • report to the author (authors) about the decision of the Editorial Board on acceptance or rejection of the article (with reasons for rejection);
  • to make the author (and co-authors) aware of the received review (reviews) at his/her/their request(-s);
  • send the article to the author (authors) for finalizing in accordance with the reviewer (reviewers) comments.

The Editorial Board:

  • reserves the copyright;
  • builds up of the reviewers database – the database of experts in specific research areas presented in the journal;
  • qualified and non-biased reviewing.

The Editorial Board bears responsibility for the final decision on acceptance or rejection of the article.

Editorial Board:

  • considers each message on the facts of non-compliance with publishing ethics, irrespective of the time of its receipt;
  • in case the facts of non-compliance with publishing ethics are confirmed it without fail publishes either a denial of a statement or apologies, and as well as the information on the carried-out follow-on revision of the article;
  • reports to the Editor-in-Chief on observance and/or on all violations of publishing ethics at all stages of publishing;

The Editorial Board takes measures for prevention and/or resolution of the conflicts between the participants of the publishing process at all stages of its implementation.

The issues are archived in the Journal website, as well as on the elibrary.ru scientific database. All the articles have DOI making it easier to access them.

Publishing ethics for reviewers (experts)

The title follows the single anonymized peer-review process with the “Editor” information exchange type and none of the review information published in the final article. The post-publication commenting is available on the open basis using the editorial contact email.

All articles received by the Editorial Board of the journal pass expert review (scientific expertise). Each article is considered by a single reviewer.

The expert is chosen from the members of the Editorial Board or from the database of reviewers - leading experts in the field of the given research).

The manuscript submitted for expertise is a confidential document, the expertise procedure is carried out in a confidential manner. The result of the reviewer examination is a reviewer report – an electronic document sent to the Editor-in-Chief. The report is owned by the editorial board and can be transferred between editorial members, authors and, possibly, other reviewers only by the Editor-in-Chief. The report should include comments on the relevance of research, its compliance to the profile of the journal, novelty and reliability of results, level and clarity of a material wording and presents the opinion in the form approved by the Editorial Board.

In case of suspecting the manuscript in misconduct, the reviewer reports to the Editor-in-Chief and includes the appropriate information in the reviewer report.

The manuscript submitted for expertise can't be copied and made available to other reviews or be discussed with them without coordination with the Editor-in-Chief.

Co-authors or the author of the article can't among the be reviewers of the article.

Reviewers' recommendations are the basis for the final decision on the publication of the article made by the Editorial Board.

Reviewing should be objective, independent.

The reviewer should not review articles in which he is interested and should not use the content of the article for personal benefit.

Reviewers are obliged to report to the Editorial Board about a conflict of interests arising in article reviewing.

The reviewer examines the article for at most 2 weeks.

Declaration of conflict of interest

Authors must disclose conflicts of interest that may affect the evaluation and interpretation of their manuscript, as well as sources of financial support for the project (grants, state programs, projects, etc.), which must be specified in the manuscript.

The editorial Board of the journal «Fisheries» selects reviewers who are independent in relation to the materials considered for publication, have sufficient experience and do not have a conflict of interest.

The reviewer may not use the materials of an unpublished manuscript in his own research without the written consent of the author. The reviewer must refuse to review the manuscript, in connection with which he has a conflict of interest due to competitive, joint or other relations with the author or organization related to the manuscript.

Plagiarism and redundant publications

The title adheres to the definition of plagiarism as “using someone else’s ideas, words, data, or other material produced by them without acknowledgement”.

Plagiarism can occur in respect to all types of sources and media, including:

  • text, illustrations, musical quotations, extended mathematical derivations, computer code, etc.;
  • material downloaded from websites or drawn from manuscripts or other media;
  • published and unpublished material, including lectures, presentations and grey literature.

The journal does not tolerate plagiarism in its publications. The manuscripts are checked using antiplagiat.ru online plagiarism-checking tool. Submissions containing suspected plagiarism will be rejected. If plagiarism is discovered after the manuscript is published, the editorial board follow the steps described in the Retractions, Corrections and Expressions of Concern section of this document. In case of suspecting plagiarism any person is able and promoted to contact the editorial board using information on the Contact section on the website.

Any publications with significant overlap in the information (self-reference) may be rejected by the Editorial board as redundant without proper citation and substantiation of necessity for additional publication on the same topic.

Retractions, Corrections and Expressions of Concern

Journal editors will consider retractions, corrections, or expressions of concern. When a mistake is made by an author, a corrigendum will be issued by the journal. If a mistake is made by "Rybnoe Khozyaistvo / Fisheries", an erratum will be released. Retractions are typically only used for articles that have severe errors in their findings or conclusions or contain extensive plagiarism or content that poses a risk to people's lives.

For journals that publish accepted manuscripts, minor adjustments such as those that occur during editing, formatting, or proofreading may be made, but any significant corrections will follow international retraction guidelines. In rare cases, an article may be removed from online publication if it is deemed necessary to comply with legal requirements, such as if the article is defamatory or breaches laws on personal privacy or confidentiality.

Image manipulation, falsification or fabrication

Modifying images that are used to present research data can sometimes lead to misrepresentation of the results or their significance. While it is acknowledged that there may be valid reasons for modifying images, authors are expected to refrain from doing so if it results in the alteration, creation, or misrepresentation of the findings. Any misleading changes in the images will raise a concern and can result in the manuscript rejection.

Ethical oversight

The journal does not deal with the medical or personal data. However, the following principles should be considered concerning research involving animals:

  • Authors are responsible for complying with regulations and guidelines relating to the use of animals for scientific purposes. This includes ensuring that they have the relevant approval for their study from an appropriate ethics committee and/or regulatory body before the work starts. The ethical statement provides editors, reviewers, and readers with assurance that studies have received this ethical oversight. This also promotes transparency and understanding about the use of animals in research and fosters public trust.
  • Authors should provide a clear statement explaining how the study conforms to appropriate regulations and guidelines. Authors must include the name of the institution where the research was approved and the ethics committee who reviewed it and indicate protocol or project license numbers so that the study can be identified. Also, any relevant accreditation e.g., GLP (Good Laboratory Practice) should be mentioned.

If the research is not covered by any regulation and formal ethical approval is not required (e.g., a study using animal species not protected by regulations or law), authors should demonstrate that international standards were complied with and cite the appropriate reference. In such cases, a clear statement explaining why the research is exempt from regulatory approval should be provided.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

"Fisheries" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in "Fisheries", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Fisheries" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
